Private provider services in Florida
Why Florida Contractors Use a Private Provider.
Florida law lets the owner, or the owner’s contractor with written authorization, use a licensed private provider for plan review, inspections, or both. F.S. 553.791
Skip the city plan-review line
Plan review in 2 business days in most cases, 5 business days or less guaranteed, instead of waiting in the city’s review queue. The building department still issues the permit.
Private provider plan reviewStop waiting all day for inspections
Most inspection results within 4 hours. With the city, inspections are booked the day before and the crew waits all day.
Virtual inspectionsCounts like a city inspection
A passed Permit Rockstar inspection counts just like a city inspection, and an approved inspection within 180 days keeps the permit active.
Lower city permit fees
When a private provider does the plan review or inspections, the city must reduce the permit fee by what it saves.

Florida Building Permit Questions. Straight Answers.
Who issues the building permit for my Florida project?
The permitting authority (AHJ) for the property address: the city’s building department inside city limits, or the county in unincorporated areas. The mailing city and the permitting authority are not always the same, and some cities have arrangements with a neighboring city or the county to issue their permits. Type the project address above to see the permitting authority, the county and the ZIP code, or browse the Florida private provider service areas map.
What is a private provider in Florida?
Florida law lets the property owner, or the owner’s contractor with the owner’s written authorization, use a licensed private provider for plan review, building inspections, or both. The local building department still issues the permit. F.S. 553.791(2)(a) With Permit Rockstar, plan review takes 2 business days in most cases, 5 business days or less guaranteed. See private provider plan review and private provider virtual inspections.
Can I switch to a private provider after my permit is issued?
Yes. The fee owner may switch to a private provider at any time, even after the permit is issued, and Permit Rockstar files the notice for you. F.S. 553.791(2)(a) Already had city inspections? We may consider stepping in after city inspections have started, but we need to review the project’s scope and circumstances before we accept the job.
Does a Permit Rockstar inspection count like a city inspection?
Yes. A passed Permit Rockstar inspection counts just like a city inspection. Most inspection results come back within 4 hours, so your crew is not booked the day before and waiting all day.
How do I keep my Florida building permit from expiring?
A permit becomes invalid if work does not start within 6 months, or stops for 6 months. An approved inspection within 180 days keeps it active. FBC 8th ed. 105.4.1; 105.4.1.3 Single-family dwelling permits expire 1 year after issuance, or the next Building Code edition’s effective date if later, and your permitting office may extend it. F.S. 553.79(1)(c) Confirm the dates with your permitting office.
When do I need a Notice of Commencement (NOC)?
Over $2,500: record the NOC and post a copy at the job site. It is void if work does not start within 90 days. F.S. 713.13 Over $5,000: file a copy with the permitting office before the first inspection, or later inspections cannot be approved. F.S. 713.135(1)(e) A/C repair or replacement under $15,000 is exempt only from the permitting-office steps, not from recording. Permit Rockstar offers online notarization and NOC eRecording.
Does a private provider lower my city permit fees?
When a private provider does the plan review or inspections, the city must reduce the permit fee by what it saves. Commercial: at least 25% off the part of the fee for the services the private provider performs. F.S. 553.791(2)(b), (d) We confirm the city fee and the reduction with your quote. See Permit Rockstar pricing.
